When I changed that to Fullscreen or windowed the resolution and UI scaling option returned. Set the scaling to 1.0 (I had to restart multiple times as buttons were not in the correct place on my screen whenever I picked a one that was not 1.0)
Hun 21, 2020 — I chose scale factor 1.5 for a good reason. For one, it makes the already small font the game uses good readable.
